As wildlife habitat, wetlands provide hunting and fishing opportunities. Administering Agency Each federal agency is responsible for preparing implementing procedures for carrying out the provisions of the Order. In Virginia, the karst, or swiss cheese topography of eastern Augusta, Rockingham, and Page counties in the central Shenandoah Valley exhibit ancient sinkhole wetlands. In the Coastal Plain, wetlands are predominantly tidal marshes and tidal forests. To meet these objectives, the Order requires federal agencies, in planning their actions, to consider alternatives to wetland sites and limit potential damage if an activity affecting a wetland cannot be avoided.

Acquisition It is important to permanently protect wetlands to maximize benefits to people and a healthy environment. Both the Powerpoint and the script may be used and adapted for your courses. Because they are largely impermeable, many sinkhole wetlands store rainwater long into the drier seasons. The Federal agencies, including the Department of Agriculture farming bureaus, the Department of the Interior wildlife conservation bureaus, and the Environmental Protection Agency, were unable to adopt one standard manual for mapping wetlands consistently. In the Piedmont region, isolated or stream-side freshwater forests are the dominant wetland type. Development in wetlands is regulated in part by means of the Virginia Water Protection Permit.

Local governments may adopt prescribed zoning ordinances and form citizen wetland boards to regulate their own tidal wetlands; the State retains an oversight and appellate role. This type of forest is found primarily on the coastal plain and piedmont. The program offers landowners three options: permanent easements, year easements, and restoration cost share agreements of a minimum year duration. Saltwater intrusion into the tributaries of the York River has already killed off many trees.
